World Heritage Treaty 17 December 1975
Article 11 Section 4. The Committee shall establish, keep up to date and publish, whenever circumstances shall so require, under the title "List of World Heritage in Danger" a list of the property appearing in the World Heritage for the conservation of which major operations are necessary and for which assistance has been requested under this convention. This list shall contain an estimate of the cost of such operations. The list may include only such property forming part of the cultural and natural heritage as is threatened by serious and specific dangers, such as the threat of disappearance caused by accelerated deterioration, large scale public or private projects or rapid urban or tourist development projects; destruction caused by changes in the use or ownership of the land; major alterations due to unknown causes; abandonment for any reason whatsoever; the outbreak or the threat of an armed conflict; calamities and cataclysms; serious fires, earthquakes, landslides; volcanic eruptions; changes in water level, floods and tidal waves. The Committee may at any time, in case of urgent need, make a new entry in the List of World Heritage in Danger and publicize such entry immediately.
In more innocent times, the artificial making of rain by cloud seeding was discussed in obscure small towns across America. On February 17, 1954 the NBC Radio Network broadcast an episode of "The Great Gildersleeve," entitled: "Gildy Becomes a Politician." Mr. Gildersleeve, the "down the middle" politician wanna be, enters the political limelight by coniving his way into giving a speech to the local Parents Teachers Association on the subject of "Cloud Seeding." After his inspirationless speech pulled from his filing cabinet, a parent asks him to explain the Second Law of Thermodynamics. Of course, Mr. Gildersleeve doesn't have a clue. The United States must stay involved in the world and we must lead. Today there is a strange coalition at work in Washington and across the country consisting of people on the political right and the political left coming together to keep us from staying involved. Big labor and liberal Democrats are joining some Republicans on the right in calling for America to come home, (saying) we have done our part and that it's time for others to do the heavy lifting on international leadership. And we must not listen to that siren's call of protection and isolation.
